Ecological Progress Explored

The first Zhuhai Ecological Progress Construction Academic Annual Conference held a week ago in December, 2013 put forth that Zhuhai should explore a "1+3" pattern, which refers to ecological environment construction as well as ecological material progress, political progress and cultural and ideological progress.

 

Sponsored by the municipal government and co-organised by the College of Environmental Science & Engineering of Peking University, the Environmental Protection Bureau and Peking University Ecological Progress Zhuhai Institute, the conference explored how to take the opportunity of deepening reform to construct a beautiful Zhuhai and share its ecological progress.

 

In December, 2012, the municipal government and College of Environmental Science & Engineering of Peking University co-founded the Peking University Ecological Progress Zhuhai Institute, which is the first of its kind throughout the country and provides high-end intellectual support for the city's ecological progress.

 

Wang Qi, director of the institute, talked about the systematic study on the design of institutional guarantee system of Zhuhai's ecological progress construction. The research report proposed the "1+3" pattern, establishment of the institutional guarantee in terms of legal system, mechanism and institution, formulation of an Ordinance of Zhuhai Special Economic Zone Ecological Progress Construction and amendment of existing laws and regulations. It also calls for a series of innovation mechanisms covering red line, market and compensation, he noted. The ordinance to be issued will be the first of its kind in the wake of the 18th CPC National Congress.

 

Jin Jianming, an academician of the Chinese Academy of Engineering and vice director of the Ministry of Environmental Protection Science Advisory Board, said that Zhuhai's environmental protection concept still has room to improve. For example, he said, adjustment of the energy resource structure should be further reinforced. Zhuhai should be highly alert to year-on-year increases of the coal supply and make improvements in energy consumption per unit GDP and water resource recycling.

 

In addition, Zhuhai should define its ecological red line, which is an important part of ecological progress construction, he pointed out.

 

Zhu Tong, dean of the College of Environmental Science & Engineering of Peking University, said Zhuhai has set a perfect example for ecological progress construction in theory and exploration of institution and legislation. The next step is to combine ecological progress construction projects to scientific research and technology, the latter should be applied to the former, he asserted.

 

Mei Fengqiao, associate professor of the College of Environmental Science & Engineering of Peking University, proposed that Zhuhai take the lead in combining construction of ecological progress with officials' work performance. Moreover, social organisations and market mechanisms should come into play, he noted.
