Peking University, Mar. 6, 2013: "I have a dream that people who would like to attend Peking University could have access to the PKU education," PKU President Zhou Qifeng detailed his "Chinese dream" at the annual National People's Congress (NPC) session.

"It is a dream that could be realized, and we are striving for it," said Zhou, also a deputy to the NPC - China's top legislature - during the NPC Beijing Delegation meeting on March 5.

"I believe it could be realized, especially with the aid of modern technology," added Zhou.

PKU has been committed to the idea that the PKU education be shared, Zhou told Xinhua after the meeting. With the aim to share with the whole society its high-quality educational resources, the university has uploaded online scores of lectures given by renowned teachers through the "Online Open University" project, and more courses will be available, said Zhou.

"What the 2013 Government Work Report impressed me most was that China’s government spending on education has accounted for 4% of GDP, which is remarkable, benefiting the people,” said Zhou at the meeting.

One example is that the per capita appropriation for PKU students has risen from 8,000 yuan ($1,286) in 2011 to 12,000 yuan ($1,930) in 2012, according to Zhou, “boosting the morale across PKU,” a public university considered to be China’s top institution of higher learning.

What PKU concerns people most are the improvement of its educational quality, and an equal opportunity and access, Zhou also noted at the meeting. “Considering China’s current conditions, however, not every student who desires to attend PKU can realize their dreams.”

"PKU's annual enrollment quota is limited, but with modern technology, more people are to have access to its education," Zhou added.

The term "Chinese dream" became China's buzzword 2012-13 as CPC General Secretary Xi Jinping elaborated on it shortly after taking office.

"Nowadays, everyone is talking about the Chinese dream," the Party chief said during a visit to the exhibition "The Road Toward Renewal" at the National Museum of China in November 2012.

"In my view, realizing the great renewal of the Chinese nation is the Chinese nation's greatest dream in modern history," said Xi.
